freelancer is not deliver our project but he took our money

he told us when we paid his money . he ll give me acces for check project but now we couldnt contact with him, also took our money and our project lacked, we lost time so have to solve that problem.

  But that's not how the system works.  Who releases money before receiving work and being happy with it?  The freelancer must send the work in advance of the invoice.  You gave him the money - he didn't take it from you.  That's a bit different.
