freelancer is not deliver our project but he took our money

he told us when we paid his money . he ll give me acces for check project but now we couldnt contact with him, also took our money and our project lacked, we lost time so have to solve that problem.

  How can he take your money?  Did he invoice you on PPH and you released the money without checking the project was up to standard?
