Hi, I’m trying to submit a proposal but keep getting high traffic message. Can you advise?

I am trying to submit proposals but keep receiving the message that you are unable to accept further freelancer applications at present. 
This has been happening for several days.

Could you please check my account and advise?

  You have to wait three months at least.  This site is full of freelancers all going for the same jobs.  It's not working.  It needs less freelancers not more.
