No answer from the buyer

It has been more than 10 days since my client does not answer my messages.
Is it safe to send the files and Raise the Invoice?

  Hi Zeljko,

  If the money is help in escrow I would suggest you post up the completed work and raise an invoice. After 15 days, if the buyers is still offline then the payment will automatically release to you.
