Cannot link PayPal account to payments

Hi, 

I am unable to link my paypal account to my profile - the webpage is on an endless loop of logging me into Paypal but then giving me this message despite having already logged in:

By clicking on the button below you will be redirected to the Paypal website in order to proceed with the account setup.

 How can I fix this?
