Charge fee's for people offering a job and deleting it

I'm sick of wasting a good amount of time writing proposal's for them to delete the job a day later and not give it to anyone. This wastes the freelancers time and effort. I understand you can't charge everyone but say if they cancel a £400 job which I have spent 30 minutes writing a proposal then they should be charge 1-5% as a deterrent.

It's happened in the past multiple times when they've offered a high-end job and just used the job offer to drive traffic to there webpage then cancelled it. 

Then customer services can review each cancelled the job and the reason why and then decide if they should be charged for wasting freelancers time.

Then the money generated can be spent on helping PPH developing. I love this site and spend a majority of time on it and customer services are a massive help so helping them will help me. 

I may be being picky but it's just something I feel is necessary as time is money!
