Amount withdrawl problem

Dear Sir/Madam,

I have earned 17.47 $ in last Jan 26 .and  in rules I have seen that I cannot hold my money more than 30 days, As I am not getting job from any buyer and I want to withdraw that amount but withdrawal fees is so big for International banks and insufficient amount withdraw on Payoneer because of fees that PPH cannot let me withdraw my fees.What can I do in this case?
