Where is my $10 go after accepting a proposal, and then end this job?

I talked about a seller, and make a deal, he wrote a testing article for me, and i pay for him $10. Once we confirm his article is what we need, we will talk about further cooperation.

Because i am new to PPH, I posted several jobs, then just learned how to post a job in a right way. So i tried to post a new one, but my several jobs were similar, PPL refused my new job post. In order to make new post active, I deleted all old posts, this made one proposal cancelled (I had already accepted it, and also paid for it). The seller also didn't receive this money. And I also don't know where the money is.

Anybody know where the money is, and how to get it back? And because this failed proposal, the seller can't submit new proposal. This makes him can't work for me any more.
