PayPal account still listed as pending

Hello,

I used People Per Hour years ago with PayPal as the funds withdrawal method with no problem. I recently took a small job and have been paid with the money in my wallet, but I cannot withdraw it. 

I added PayPal (again) as a payment method and this has been listed as 'pending' for a week. I clicked on the verification email when received but it is still pending. I haven't been asked for any other documents or proof of identity.

Please inform me of what needs to be done. The sum to withdraw is too small to use bank transfer as the fee will virtually take up all the funds.
