My Verification document rejected

I submitted utility bill through PPH payment setting couple of time but rejected and reason is " please provide actual pictures of utility bill" but i provide actual picture scanned through scanner. it is also possible to check my utility bill on-line but how i provide online utlity bill information to PPH.
