Am I automatically paid as a seller if my client doesn't pay?

Hi there, I have recently completed a project for a client who I have a feeling is not going to pay (she has stopped responding to my messages for the past 3 days). She did however use Escrow to pay a deposit. If she fails to pay, will I be automatically reimbursed by PPH?

  Should we get our proposal accepted before we proceed to work? One of my clients contacted me but not accepting my proposal, he said you may complete the work and send me the proposal. What should we do?
