Why am I being charged £33.60 for a £30 proposal?

Every time I use pph - the amount of for the job proposal is always less than what I am being charged. 

Does the site have hidden fees?

  This is a case that is happening to many people, so please if there is an official answer please update the PPH charging policy and also post it to the relevant posts, like here in order to be also informed.
