Paypal name problem

I do not have a Paypal myself, so I use my family's Paypal. However, the account got rejected since it doesn't contain the same name as my account, and I can't change the name as it's my family's. What shall I do? I neither can create Paypal nor Payoneer with my own name due to national reasons. In my country, for creating one with my name I need a credit card that's only issued to those who are hired in a government job. Whereas I am still a student.
