I can't raise an invoice

whenever I try to raise an invoice the following message occurs:

It seems like you haven't filled in your Personal/Company details, your Tax/Company details and your Paypal or Bank details. Please click here to fill them in before you can create an Invoice.

I have provided all of my local bank account details and my payoneer account is linked to my bank account now, yet this message pops up every time a want to raise an invoice.
