False results to what it promised - payment expected?

Hi there,

 

I paid $19.93 for SEO work - the person hasn't spoken to me at all, all I can see is a Bitly link sent on the invoice he's trying to bill me for and when i click on it, it says my website has had 1,252 clicks to it since 25th June - which is an absolute lie. 

 

The ad says it will bring '6000 genuine organic google targeted web traffic' but I have absolutely no calls coming in and no proof that this is anything but an absolute scam.

If we had 1,252 clicks to our website since 25th June, we would have had one phone call at least!

 

I would like a refund please - the money is still in escrow and hasn't been released.

I asked this person for an update on the plan with no reply.

 

Can you please advise?
