Guidelines for expert and entry level passwords

With an increasing number of buyers advertising 'Expert' level jobs and then expecting ridiculously low proposals, perhaps it would be beneficial to issue some guidelines as to what is average pricing for a variety of tasks?

There needs to be a better way of setting buyer's expectations and stopping sellers from wasting their proposal credits.
