client didn't response to release the fund how can i report ?

i was start a web design and illustration project from  https://www.peopleperhour.com/freelancer/felix

the job was about web design with illustration and also some other business card design . but i can probide him just the illustration design which was the most of the work . although i compensate 20 dollar from the previous one and make it $130 from $150 . but when he get his main file of the illustration after that he didn't response to my massage .. how can i report about him and get back my money ?
