Unable to create hourlie

Hello. I want to create an hourlie but cant see the potion. Whenever I click create hourlie it takes me to membership registration page with option to subscribe for 1 or 3 months. Could you help me solve the problem?

  Your free period (which is 3 months) must have expired. The only way out - is to subscribe, I guess
