Hi Burcea and Simon,
As this was an issue we identified when reviewing our moderation processes a couple of months ago, we are in a continuous attempt to improve our processes and guidelines that our moderation team follows. Since this exercise is not over yet, we may still be having some cases slipping our attention. In case you come across such cases, please report them either here or to our Customer Support team by providing the user ID or project ID.
Rest assured that moderation will significantly improve early 2020 and hopefully such cases will not be observed anymore.

I saw another variation on this idea last week where a buyer posted a project and insisted that he wouldn't accept a proposal from somebody who said they could do it. He wanted the complete job done before he would accept a proposal. He claimed that he had "paid up front" and the job was marked as pre-paid. So he was seriously expecting several freelancers to work on the project when only one of them will get paid. These projects should not be allowed and should not be passing moderation.
This is not an isolated incident, although it is much worse on Upwork than it is here. It shows an utter contempt for the whole freelance process.
