Offer rejected over and over

I am trying to post an offer about photo editing. I wrote what programs I use for that, I wrote that I will edit the colors, remove or add objects. What more can I say about EDITING A PHOTO???? taking into consideration that there is a word limit and that I've seen absolutely horrible offers from other freelancers, with really bad spelling mistakes. Yet my offer got rejected 3 times! In this case why aren't there already made templates because honestly I can't understand what to write!

  Hi there Burcea ,

  Are you sure you are posting it as an "OFFER" not as a "PROJECT" ? 

  many Freelancers missuse "post project" as "post offer" and i'm pretty sure you did that.
