Getting a Security deposit

This is a question that I can't seem to find the answer to but as if I am going to do a WordPress site for a client, I will have to pay upfront for the Theme, therefore shouldn't there be a non-refundable security deposit so that I can purchase the Theme and other items that I need in order to begin the project? From what I can see the money the client pays goes into this "Escrow" account (whatever the hell that is) and I get paid at the end.

  Hello Eric, 

  Once a Proposal is raised to your buyer we request the freelancer to ask for a deposit request and this deposit will go under the escrow account, yes. As your buyer will have to pay for the theme at the end of the project we advise you to request a deposit for that amount under the Workstream as well. 

  Therefore, when the project is completed, you shall be paid that amount as well.
