How do bids work for freelancers?

I am new to the platform as a freelancer. I am asked to promote my skills by offering a bid for each one, apparently above 1 USD, and, basically, paying. I am supposed to submit my credit card details. Sorry to be this ignorant, but why should I pay for working? I simply don't understand the system in this matter.
