Bidding for freelancers

I still haven´t received any answer regarding how bidding works for freelancers. I am supposed to pay, at least 1 dollar, for working. I don´t understand. YES, I was talking about this function: https://www.peopleperhour.com/featuredProfile. I COULD TELL FROM THE BEGINNING IT´S AN OPTIONAL THING TO DO, but I am asking for clarification, please. Is it possible? WHY SHOULD I PAY FOR OFFERING MY SERVICES, AND WHERE DOES THIS MONEY GO?
