Payment rejection

I've tried to pay 2 artists who have been waiting now for over a week for their payment. 

I used 5 cards and 2 paypal accounts, but no payment was finalised, every time crashes after 25%.

PPH's advise was to 'have enough money in the account, clear cookies or restart laptop'! My ticket has been ignored ever since even though I've been chasing daily. Ticket ID  #854601
