Problems uploading a file to a project

I have previously raised this but have not had any resolution.

I want to upload a 13.8MB mp4 file to a project but I am unable to select it.  Can you help?

  i am trying to upload a picture, however, it will not upload and there is a message box in the corner of the computer that i cannot see to find out what the message means!
