Buyer waiting for feedback from his client before letting me raise invoice

Hi

I had someone ask me to rewrite a CV for him which I delivered to him today - he then asked me to do a cover letter so I asked him to create a new workstream so I could send him the proposal and raise the invoice for the delivered CV. He asked me not to raise the invoice yet as he is waiting for feedback from the "client" - surely he is my client and now I have delivered the work I can invoice?
