It cost me for the artist to do no work?

After waiting a week for Cyril to do a five hour job, I asked for a refund.  To refund $25 cost me 12.4% for what reason I don't know.  What about the artist?  Does he even get a negative rating or does he remain a Tier 2 artist?  It was a 4x6 EDMM post card for crying out loud!   I'm going to be very careful about using PPH again.
