VAT is being charged

Hello, I have a valid VAT number from Bulgaria in my account and after I purchased featured option for my listing I still have been charged for the VAT.

As I know if I buy anything from EU and add my VAT number the VAT is chargeable in the country I buy from, not from me? Is this another situation?
