Fraud clients on PPH

I accepted an article for $30 and the client submitted $15 to my escrow account. Now, after the work is done after 1-2 revisions the client's account is deleted and PPH shows it that all the money is refunded to the buyer. I mean, are they seriously doing it?

This is clearly destroying the credibility of an escrow account. 

Need immediate help on this.
