Withdrawing Money from Escrow Account

Hi,

 

I deposited £70 into my Escrow account as a deposit for an agreed proposal. Since then, the freelancer has made a new proposal with pricing. I can accept/deposit for the new proposal but can't find how to cancel the original and claim the £70 back? 

 

The freelancer says there is no option to action their end either.
