Blocked workstream

Hello, 

I need some really urgent help.

I am a freelancer and I have recently sent a proposal for a project called "I need an report on macroeconomic and international trade". My proposal was declined by the buyer, which is alright.

However, after a few moments, this message appeared on my workstream with the buyer:

"The specific Stream has been blocked because I need an report on macroeconomic and international trade has been moderated. Please note that all available Escrow funds have now been credited to the Buyer's PPH account. Need some help? Contact our amazing Customer Support Ninjas."

What does it mean? Do I have to pay for the project? Why? My proposal was declined, and then the project was "banned" (or moderated). Why has the buyer been charged the available Escrow funds?
