what should you do if your request and complaint to PPH are not answered???

I sent a complaint to Ms. Dimitra about a PPH freelancer who submitted a low quality work and refused to fix it. 

No reply has been received for many days now.

Is support on PPH effective?  Do they favour freelancers?

What should I do now?
