Variable fee

Hi, I am a newby and would like some guidance with regards variable fees........IE Can I offer an initial FREE consultation for say 10 mins just to speak and clarify the customer need?

Or can I charge an initial INTRODUCTORY FEE  for First consultation AND then AGREE a NEW FEE with my client going forward?  If so how would this work?
