Buyer wants a refund for poor quality work

So let's say we have this situation:

The seller has done his job and deliver it to the buyer, 

Buyer comment that the job has poor quality so he wants a full refund. 

My question is how can we know that buyer doesn't keep the work that we did, in other words, the buyer wants free service?

Can someone answer this, as I am new to PHP.
