Application accepted but not be able to start sending proposal

I received an email that my  profile has been accepted but i am not be able to send proposal .

It shows that "your application has been rejected"

Then what should i have to do

  HI,

  My  profile has been accepted but i am not be able to send proposal .

  It shows that "your application has been rejected".I have already got mail regarding my appln acceptance.

  Please look into this matter seriously.
