Rejection of my proposal

You said you did a close review but got a close review in 5 seconds? And on the PPH registration page I was told that your application was rejected 3rd time when I did 1st time registration. I do not regret the rejection but give the correct reason for the rejection. How to suggest to friends if rejection is done in 5 sec like this?
