No VAT Number

Hi, 

I don't have a VAT number, but I do have a Steuernummer (a freelance tax number).

In Germany, it is optional for freelancers to charge VAT if your earnings are under a certain amount. If you are exempt from VAT for this reason you need to make a note on all of your invoices with a specific clause stating that you are exempt.

My account says that I cannot raise an invoice as 'your Tax/Company details are incomplete'. What do I do in this situation?
