Stream Moderation

I am new to PPH and contacted my first freelancer regarding a offer which they were advertising, they began working on this for me straight away once they had received all of the details required from me. When the work was completed and I had approved I made payment which was accepted. It has since been refunded with the message 'Stream Moderated' can anyone help with this??
