How to raise a request for a fraud person?

there is this buyer named Zack,

He claims that he needs some code for login application. 

I handed him the code for the requirement. 

Now he wants to learn how i developed the code and when I told him that I do not teach the development.

Also he did not mention anywhere that finally I should teach him. 

 

Also he claims to be some other person and not verified by PPH also. 

I raised request, PPH team to look into the issue but there is no response.

What should I do next, in such fraud cases?
