Anyone had problem with freelancer /?

Hello everyone. 

I am here to understand if anyone had the same problem I had. 

For 2 times I hired a freelancer for a web development job. Both times they didnt respect the agreement, they sold them self as master in wordpress with all 5 stars reviews and both left me pending for time and then they abandoned the project. 

I was partially redunded, PPH kept some "commission". 

So, at the end, I was delayed in my project, it wasnt completed and delivered, and I spent money. 

People per hour dont provide the freelancer contacts (GDPR they said) , dont allow the buyer to write any reviews for the freelancer who will continue to have 5 stars reviews. Basically the system PPH allows to review completed project. This is a SCAM!

I think the freelancer has an agreement with the buyer and this agreement is a formal agreement so PPH must provide the details. We have businesss and we risk our businees hiring freelancer in this terrible platform. 

 

ANyone had the same problem ? 

I want to go ahead and understand if it is legal to do something like that.
