unresponsive freelancer

We commissioned a project back on April 28th and clearly stated that we needed the project completed within 2 weeks.  The freelancer accepted the project conditions and we are still waiting for the finished product.  The freelancer consistently takes a week plus to respond to us and has not delivered good quality at any stage of the project.

We have messaged the freelancer this morning to say we will be ended the project with them.

We would like to commission another freelancer to get the project delivered ASAP.  How do we go about that and link to the money already paid?
