Freelancer is taking very very long time to finish the work

Hi

Both the parties agreed to finish the work in 4 weeks and divided the work in 4 milestones. We are in the end of 4 week and even the first milestone is not completed yet. I am not sure if he is doing this full time or on part time basis but my project is getting delayed due to this.

I don't have any issues with his work but he is not completing the stuff in time and taking very very long time even to do small things.

Can PPH suggest something or help me to resolve this?
