I tried to submit the form and here is what it says in email. I don't understand how do I join.

PeoplePerHour’s mission is to empower people to be professionally and financially independent. We want to protect our current community of freelancers and ensure everyone has enough demand for their services. As a result, we need to make the hard decision of pausing applications for certain service categories according to demand for those skills.

We apologize for the disappointment this is causing. For now there is nothing more you can do to strengthen your application. In the case the demand for your chosen category increases we will get in contact with you.

  It says there's too much demand for the services.  They don't want too many freelancers offering the same skills.   

  Read the last paragraph -  ...."There is nothing more you can do to strengthen your application."

  In other words...   Try again in a few months' time.
