Freelancers work is of a very poor standard
I have recently engaged a designer to do some work for us and after a second review of the work, has submitted sub par work that doesn't reflect the quality of work in their portfolio. I do not wish to complete the payment because the work has totally missed the brief, not once, but twice. What do I do, as my boss won't pay for the work and we are at loggerheads over the situation..

Its Very Simple!!
Just explain the reason and mistakes Freelancer done, and post that detail in the workstream after you provide a detailed explanation you can raise a refund (Refund only raise from buyer end) and again provide a detailed reason. after these two things are done again direct contact with the support team and explain and raise a new request with them.
After this, it will take a maximum of 24 hours to manually checked the workstream from PPH ninja's and if you provide detail and explain the reason its the best chances to get a full refund.
Try this and i hope your issue will be solved.
