Being charged for NDA on same Project when I want to send to a second freelancer

I purchased the £26 NDA with a view that I could send it to more than one developer after the first developer needed access to my website before he could quote.

Now I'm looking to send another NDA to a second developer for the same project and I'm being asked to pay again.

Can you check this for me please.

This was the message that was being served before I purchased it and the same message is still being shown...

"By purchasing this upgrade, you will require freelancers to accept the terms of the non-disclosure agreement (NDA) which will bind them to keep all information exchanged and future proposals submitted confidential.

The NDA upgrade fee is £26. You will be prompted to pay the fee right after you click the "SEND" button.
Note that by paying for the NDA upgrade, you will be able to send an NDA request to every Freelancer you invite to this project at no extra cost."
