application rejection

I received an email yesterday stating that my application was rejected.  But I made some changes in my profile and today I received an email stating that they have accepted my profile. But every time I try to send a proposal I get the MSG that my application has not been approved by the people per hour team. Kindly tell me what should do to resolve this error.
