Buyer Ask for insurance fee

Hello everyone,
I recently joined this platform and offering services of freelancer writing and data entry. I got my first buyer two days ago. He asks me for paying 5 Euro insurance fee to show interest and loyalty to work.
My question is:
i) Is it okay or a scam that buyer instead of paying, asking for money before starting a project?
ii) He is asking to pay via Skrill which I don't have, I made an account and tried to deposit money for him but after 5 attempts it was failed again and again. I ask him to either skip this step as I am loyal for this job OR use simple bank transfer for this step But he says No, only skrill you have to follow otherwise I will hire someone else.

Please help me.

  I've been on this site for a LONG time and have made a good deal of money as a freelancer on here.
  
  I would walk away from this buyer, right now.
  
  I have NEVER been asked as a freelancer to 'pay to play' - that sounds like a scam.
  
  Also, he should make all payments through the PPH system.
  
  Just leave it - plenty more fish in the sea.

  Thank you for sharing your advice. I am a newbie here and I have had three incidents when buyers asked me to pay a security fee to them. I wasn't sure about this but it didn't feel right to me.
