IMPOSSIBLE to pass the moderation review

Is there a bug on the moderation process ? 
I have hired freelancers on other website without any problem but here on PPH it's impossible to even pass the moderation review. 
Nothing in my offer seems against the guidelines of the site so I don't understand the issue
