Paypal Approved but says the account will be unavailable for two days

I have my cash in my withdrawl fund, and I paired and approved my paypal account, but when I go to withdraw, it tells me that I cannot withdraw until the 14th of August, which is two days from now.

Is there a problem on my end or is this normal?
