Incorrect information of location of Freelancer

Hello

I was looking for someone in Australia to complete my project, the profile says Australia, however I found after I accepted the proposal he was in Sir Lanka and the invoice I received also mentions the same.  The reason I am bringing this up is as the products we use here are different to there.  Can they do this?
